About

The Authorised Person of the Oliy Majlis for Human Rights (Ombudsman) was the first ombudsman institution in Central Asia, established in 1995. The Ombudsman is elected by the Senate and considers complaints about violations of citizens’ rights and freedoms by state bodies and officials, conducts inquiries and issues recommendations to restore violated rights.

As the national preventive mechanism the Ombudsman monitors human rights in prisons and other closed institutions and presents an annual report to the Oliy Majlis. Foreign nationals may also apply if their rights have been violated.

Appeals are received via hotline 1096, the online reception and regional representatives. The secretariat is in Tashkent’s Yashnobod district.
